Gavin J. Cooley

Gavin Cooley became the City of Spokane's first CFO in 2003 under the new ‘Strong Mayor’ form of government. He has since served five Mayors. During this time, he has collaboratively managed the City’s credit rating from near-junk status to its’ current AA rating, raised General Fund reserves to over 20% of expenditures. Additionally, he has worked to instill fiscal policies and principles that have moved the City to long-term structurally balanced budgets and strong levels of dedicated capital funding.

Prior to his work at the City of Spokane, Mr. Cooley was the CFO for North Coast Life Insurance Company and CFO for R.J. Martin Mortgage Co. Earlier, he was with Coopers & Lybrand in Spokane and Price Waterhouse in Seattle. Prior to his career in finance, he was a wine steward with Rosellini’s in Seattle, then Washington’s only four-star restaurant.

Mr. Cooley is involved in numerous community activities and has chaired the following Boards of Directors: EWU Masters in Public Administration Professional Advisory Committee, KPBX Spokane Public Radio, Downtown Business Improvement District, Friends of the Falls, Children's Museum of Spokane and Spokane Public Parking Development Authority.
